This guide introduces with the types of standards and technical regulations used in Kazakhstan.

National Legislation

National Regulating Authority

The Technical Regulation and Metrology Committee (hereinafter - the Committee) (http://memst.miid.gov.kz/en) of the Ministry of Industry and Infrastructural Development of the Republic of Kazakhstan. The Committee is a member of the International Organization for Standardization https://www.iso.org/home.html

The Kazakhstan Institute for Standardization and Certification (hereinafter - the Institute) (http://www.kazinst.kz/eng/) is a subordinate organization of the Committee. The Institute performs activities directed to fulfill the tasks of developing and improving standards for the technical regulation of the quality and safety of products, works and services in Kazakhstan, and their harmonization with the international and national standards of foreign countries. The Institute is the distributor of national, international, interstate, foreign standards on the territory of Kazakhstan. 

Technical Regulations

A Technical Regulations is a regulatory legal act that establishes mandatory requirements for products and (or) processes of their life cycles. A list of technical regulations developed in Kazakhstan can be found on the website of the Committee (in Russian). 

Standards

A Standard is a regulatory document that establishes requirements for products, works and services. Standards are optional to use.

There are five types of standards that are used in Kazakhstan:

  • International Standards 
  • National Standards 
  • Interstate Standards 
  • National Standards of Foreign Countries
  • Organizational Standards

International Standards

Standards that are accepted and published by the International Organization for Standardization or the International Electrotechnical Commission. International Standards are registered and marked with the ISO (ИСО) and IEC (МЭК) trademarks accordingly. 

Interstate Standards

Regional standards that are adopted and approved by the Interstate Council for Standardization, Metrology and Certification of the Commonwealth of Independent States (http://easc.by/). Kazakhstan is a member of this Council. Interstate Standards are registered and marked as GOST (ГОСТ). A list of Interstate Standards can be found in the State Database of technical documents, an online shop offered by the Institute (in Russian). 

National Standards

Standards that are approved by the Committee. National Standards of Kazakhstan are registered and marked as ST RK (СТ РК). A list of National Standards of Kazakhstan can be found in the State Database of technical documents, an online shop offered by the Institute (in Russian). 

National Standards of Foreign Countries

Examples can be: 

BSI - British Standards 

ANSI - American Standards 

GOST R - Russian Federation Standards,

and there are standards of other countries.   

A National Standard of Foreign Country can be used on the territory of Kazakhstan only if there is an agreement with a foreign institution for standardization. National Standards of Foreign Countries available in Kazakhstan can be found at the online shop of the Institute (in Russian). 

Organizational Standards

An Organizational Standard is developed by either an organization, a non-governmental industry association, a consortium for products, processes or services, and is not subject to be registered at the national standardization system. These standards are marked as ST (СТ). They can be used only with the permission of an organization - a holder of an original copy.
